Cooper Tire and the Texarkana Arkansas Advertising and Promotion Commission will sponsor the Sparks in the Park celebration from 4-10p.m. at the Four States Fairgrounds. Contests, food trucks, games, races, and musical entertainment will take place throughout the day.
